The implementation of e-governance in education enables universities and colleges to be prepared to confront globalization challenges and international competition in fields of science and technology, with world-level effective management standards, in addition to being efficient and productive. The main goal of e-governance in education is to improve education. The aim of this research is to identify the e-governance criteria in Islamic Azad University, Qazvin branch. It’s an applied research that uses descriptive survey. First, we used library and expert interviews to collect data then using open axial coding with MAXQDA, 66 criteria, 5 dimensions and 9 indicators were extracted. Finally, by reliability evaluation using Delphi method, 59 criteria got the expert approval. Then by selective coding, the final e-governance model of Qazvin Islamic Azad University was obtained. The most significant criteria from the viewpoint of experts include “online submission and tracking of all requests related to administrative, finance and graduation”, “electronic notices for students via university portal”, “assigning a percentage of the university profits to the development of the electronic infrastructure”, “availability of high-speed internet connections in all departments and subsidiaries of the university” and “electronic performance evaluation”.
