This paper aims to identify barriers to the effectiveness of the e-learning in-service training. The population is managers, university professor, and specialists involved in the field, from which 29 people were chosen using judgmental sampling. To answer the questions of this research, first, data collection was done through library study and interviewed, which resulted in identifying 32 factors. Then in order to come to an acceptable set of factors we used Delphi method. After three times of using Delphi technique, we came to 25 factors (obstacles) under 6 main categories. After approving the factors by Kendall coefficient (78%), the factors were ranked using Friedman test, which according to the ranking, factors related to the learner were ranked first, and infrastructure factors, general factors, educational content, factors related to the teacher and organizational factors were ranked after the first factor. Finally the Subsets of these factors were evaluated and ranked.
